there is a community that you can become a part of and sure there is a type of friendship you develop, but there is no exchange of information leading to contact outside of this website (I learned the hard way - was banned for a month for giving out my username in a game I was playing). However, this is a cool site and if you just browse the different forums and post a little here and there you'll find how easy it is to get sucked in.
