Hello, and welcome. Full members can use the chat room. Right now, you're a regular member. To become a full member, you must apply (and be accepted by the staff), but you can only do so after your post count exceeds 50, and after you've been on this site for at least 14 days.
Welcome, I hope you like EC. As for the chatroom, yeah, I believe you have to be a full member, but I'm not sure you're missing much. It doesn't seem to get used much.
